I dont know if it is a bug, but every time I go to Riften I saw some thieves running around or fighting with the guards.

Sometimes is funny, you go inside someones house (just to look around you know..) and you found two thieves already inside!

The first thief I saw, I thought: wow pretty cool.

But now just dont make sense, theres so many of them. Theres dead thieves everywhere.

Riften has more thieves than citzens!
