Does difficulty affect how many skill-ups it requires to lev : V

I've heard rumors floating around that on expert and master you level up faster? Is that true? If so, why did Bethesda do that?

You level up "faster" on master because enemies have more hp, meaning you get to beat on them longer than you would've on lower difficulty.

It's just a side effect, there is no direct change to leveling system.
