Just gonna what system is it you "Can't hotkey dual weapons, cause I sure a heck know you can on the Xbox and I'm guessing it's similar on the other systems, when in the favourites or in the 'items' menu and when on weapons, hit the LT and RT (left trigger for slashing and right trigger for slashing) and it will equip them to the appropriate hand, if you have 2 spells equipped and for fun you want to add an orcish long sword to your left hand hit LT and it will appear in your left hand, same for the right.

Lets say you want two deadric daggers?

Good, now if you are complaining you can't set it so it hotkeys them together? it sometimes does it i have a glass long sword in my right hand, and the blade of woe in my left, and I switch to 'healing' in both hands, then I click on RT on my glass sword, the hand it was in before and as long as no other changes were mad in between the healing and the weapons it should auto dual the glass sword and the blade of woe...
