I have tried everything to get it and it's not possible. I think it's broken.

I've exited and entered the city more than 3 times. Spoke to everybody I need to. Went to the graveyard.
Can't start the quest needed to buy house. I've completed the stormcloaks quests thats why I think it's broken but any suggestions?
