as the title says, ive yet to see any red, green, grey or brown robes, i think the solitude shop is broken because it just keeps selling exactly the same stuff.

is there anywhere where you can just pick them of a shelf?

I'm not really sure what you're asking. As far as fancy clothes, there a couple different colors of each style, but that's it for those. As far magical robes, those come in a few colors, but the style will vary depending on the type (novice, adept, master, etc) but otherwise, I'm not sure what you're asking. There are not just plain red robes, or blue, or green that just wrap around (I don't think the priest robes in the shrines are available for purchase, but I'm not certain).

also there are non enchanted sets of mage robes found in the game, what i want to know is where can i find some without having to wait for solitude to spawn some which in my case is never

keep your eye open for talos shines when your traveling there are usally a few bodys wearing robes around them there one fairly close to helgan at the start where you can find some farily basic robes

Ya I've read on UESP that there are more variations (though probably still not enough) of robes in the game but Iv yet to find them. The only thing that Ive found in Radiant Raiment thats unique were "college robes" which were just unenchanted expert robes

Mm, I love the look of Master robes, and I just saw a video which showed two versions of "College Robes", one was the Expert and the other was Master. I hope you can actually buy unenchanted Master Robes.

Most robes you'll never be able to get an unenchanted version of however. And some of them aren't accessible without the console.

Some like the emperors robes you'll only get a copy through certain quest lines.

sadly no you can only get college robes which are a unenchanted version of expert robes maybe it will get lucky and they add one in a dlc or someone makes a mod

Vaermina cultist robes are my favourite, kinda purple with reddish/pink flames.
Hard to find a good hood to match tho'
