Seriously on my trip to Riften I was attacked about five or six times by wolves. Make regular wolves a bit tougher and make them a lot more rare

They are way too weak, I agree.

They are tough early on, but later on they aren't that much of a challenge. Add in an alpha male wolf every now and then that scales with the player and wolf packs would be challenging and fun even at later levels.

yah, wolves become pretty laughable pretty quick.

I could do with stronger wolves... having alpha wolves accompany packs would be a good way to help that.

Still, by level 25 I don't expect wolves would ever be much issue.
