Orses

Are all horses essentially the same horse? Can I spend a bit more money on one a bit tougher/faster/not so obese?

There are a least two special ones, one should be faster, one should be stealthier (both have quests attached). If they are or not I couldn't say.

No, the horses in skyrim are more stocky so they are more durable. They trade in speed for durability.

You can get an upgraded black horse called shadowmere during the DB questline.

Except a super horse you get from the dark brotherhood, I think it's the same speed though, It just has more HP

You get stockier animals in colder climates, I can't imagine an Arabian would be happy running through the Norwegian winters. :)
