I unlocked all three parts of this shout. When I use it, it takes 30 seconds to recharge as if I only unlocked the first word.

Even if you unlocked the full shout, you can still choose which tier you want to use. Are you sure you're holding the button long enough to shout all three words?

Couple things.

You get all three words at once, but you still have to spend 3 dragon souls on it to unlock them all. That means you have to "unlock" it three times. Did you do that?

Also, like the post above says, you have to hold the button down to use all three words, or you will only use the first one. The first one has a very long cool-down. Are you using the full shout?
