I have noticed the lack of soldiers in the capital of skyrim, only one is in the walkway of the castle. There is also the fact there is only a few imperial soldiers and penitus agents. You would think there would be more protection for the leader of the imperial legion in skyrim. At least 10 soldiers on the walkway. I have noticed, on the top of castle dour, in the building where Tullius resides, there is a door on top, and seems to not have an entrance from the building.
