Can My Pc Run this?

Hey fellow Elder scrolls lovers, i have been wanting to play this game for a while now but havent gotten aroudn to upgrading my graphics card so....

Amd Phenom II 945 Quad Core 3.0 Ghz
ATI Radeon HD 5450 512 MB ram
8GB memory

Will this work at least at minimum settings until i can get myself a new card? recomendations for cards are also appreciated
