So i read a topic and admin said there is so english dub and sub on EU ps3 skyrim versions? Did i misunderstand this, or wtf?

Depends on where you live I'd guess. If you live in a country where games are usually not localised, you'll have the english voices and subs.
I'm not sure whether the english files are included in the localised versions though, but I don't think they are.
