It does look as though it has horns, your right and can't think of another race like that unless its a head dress but its apparel seems off why would it be wood chopping? :unsure:

Its not an Argonian is it? I can't tell is that is hair or not?

Yeah, that's what i don't get. Maybe he's one of the Dremora who got trapped on Nirn when the Oblivion Crisis ended, and somehow learned to integrate into mortal society? But yeah, he definately looks like a Dremora with those horns and skin color.

Nah pretty sure its an Argonian. Its not hair, its the back of its head. Its just so dark it looks like hair a bit but you can see a ridge protruding from the middle of its head when it bends over.
