At 1:17 of this Beth video highlighting animation, the person on the left appears to be wearing a cape. This gives me hope for cloaks, regardless of the absence of cloth physics.
If you mean no cloth physics, then you would be correct.
Morrowind did have one piece of equipment with a cape too. The Expensive shirt from Tribunal if I remember correctly. That's what I'm expecting (At best). Not saying it couldn't be a lot better, but sometimes these things get blown out of proportion.
I don't care if they don't have physics. I'll take whatever they can give. I agree that they're nothing compared to cloaks, but this gives me a sliver of hope.
Cloaks are not in. I know this for a fact. But cloaks that stick to the armor is fully possible, I don't know specifically if that's in. But no separate cloaks (it's a physics issue).

Right. I'm fairly certain it's been confirmed that the game will NOT feature cloth physics. As others have said, if cloaks and other capes are in, they will be static. Good enough for me.

doesn't have to be static though, could be simply animated. The game does feature a certain number of animations, in theory it's not entirely impossible simply pre-animated cloaks using physics and then just importing them as regular animations
