Should be possible. I'm not entirely sure, but I think that Skyrim will automatically sync your save files too/from the Steam Cloud, so that when you go to play on another computer, if you login to the same account, your save files just show up automagically.
If not, then you'll just need to find the save files directory (I can't remember where Oblivion saved them, at the moment, but it was somewhere in your User Profile directory - I think in your "My Documents" directory, there will be a "My Games", folder, under that a "Skyrim" folder (or possibly a Bethesda Software Folder with a Skyrim Folder inside that), and your save files will be in that Skyrim folder. So, just copy that folder to the same location on the new computer, and you should be set.
As for the game itself, Steam has a "Backup" feature which will allow you to quickly and easily backup the game files to a folder, then you can copy them (over a LAN, onto a flash drive, DVD, USB/Firewire HDD, etc) to the other computer and install in just a few minutes.
Some people just copy their "steamapps" folder, or the subdirectory of that folder for the particular game you want to copy (in this case Skyrim). I think the Steam Backup is basically the same thing as copying the steamapps subdirectory for the game you want, the main difference being that it can "split" the game files based on size (e.g. if you want to copy the game to DVD, it can split the game files into sets of no larger than 4.7GB, then you can burn a disc 1, disc 2, etc.)
