TechSupport: Skyrim in CIS

So, in the end of September I sent a message to Bethesda's tech support asking about Skyrim distribution in Russia.
Since then 1C-Softclub company representatives have said that their version is identical to the rest of the world and will activate on Steam.

Yesterday I recieved a response from Bethesda staff. Here it is:

Hello,

My apologies for the delay in getting back to you. The version that 1C will be selling is not a Steam version of the game, it will just be a standard retail DVD version which does not register on Steam.

As far as we are aware there will be a digital version made available, but I do not believe it will be available till the release date of the game.

Since 1C already confirmed that their version is Steam-compatible and considering the fact that it was the same with Rage release (retail key provided RoW Steam version)...

How could technical support come up with this answer? I mean, don't they know anything about situation in Russia/CIS/Eastern Europe? Or did 1C somehow include Steam keys despite Bethesda restricting them from doing so?

I decided to post it here, as I'm not into waiting another couple of months for the response. Can someone say if I have a chance of GStaff answering here?

Hello.

In the recent official response by 1C-Softclub company, it is stated that 1C is in no way connected to digital distribution of TES 5 in CIS countries.

At the same time, the game is not availible neither at Steam nor at D2D.


I understand that you already have plenty of questions related to Russian Steam launch, but it would be good to know if Skyrim will ever be available for pre-order in CIS.

Also, 1C seem to lack information regarding Steam AppID for their version, so any info would be much appreciated.

P.S.: I know about Steam Trading, in fact I'm preloading Skyrim already. That's not the question.

Im fairly sure the tech support is wrong, ALL PC versions are supposed to be Steam.

We all thought skyrim pc was forced steam, whats stupid about it? If, that is if this guy speaks the truth then maybe there is an outlet for the game that doesnt have a steaming turd attached to it.

Dont worry im not getting my hopes up.

Seems like some Russian players have already got their Skyrim keys from online resellers, and preloading is present for them. So it is a Steam version.

That means that Bethesda is either bad at setting things up about distribution or even worse at tech support.
