Steam Block (HELP!) : V

I was wondering if anyone could tell me when Steam will Unlocks the game for people in the UK (I pre-orderd Skyrim from GAME.co.uk and it arrived this morning when I tried to instal it I got a message from Steam saying I couldnt) I feel like Ive just bin kicked in the nuts

Try going to the Steam store page, see what it says under Skyrim's page.

appologies if it sounds like a stupid question but Im not pc literate and ive only ever used steam once before. but thanks for replying anyway.
