There are no classes. No restrictions on what skills you can use.
However you only get a limited amount of perks. Popular belief is that the max you will get is 70 if you are really dedicated.[level everything to 100]

Any character can choose any perks whatsoever. You could max out heavy armor, as well as sneak, if you were so inclined.

To specifically answer your question, you could absolutely max your perks in sneak/thievery trees as well as blacksmithing. Just be careful spreading out your perks to much. Don't want to be a jack of all trades but master of none.

You can do whatever you want.

If it is in the game you can do it while doing anything else, except maybe help both the Stromcloacks and Imperial army at the same time.
