Also check the steam store page to see the "Skyrim will unlock in..." If you're from Europe, it'll be Midnight GMT+0 time, if you're in America it'll be Midnight CST(I think)+0

As others have stated, sometimes you need to restart steam in order for it to recoqnize it can unlock a game. But check the steam store page!
