The Green Pact only counts vegetation in Valenwood. Unless your Bosmer is REALLY devout.

Sadly, my argonian concepts are rather... out of tune with their own species. They're more self serving than anything else.

They do like to swim, though.

Umm...if you're following the Green Pact, then you have to eat the flesh of your fallen foes. Not very vegetarian like.

Green Pact means you can't eat vegetation in Valenwood. You're safe in Skyrim

But you gotta eat other Bosmer!

Yeah dude, the Green Pact means you don't eat vegetables and plants. You are a devout carnivore/cannibal.
