How do I haggle or get a merchant to like me better? Is the entire system gone? I thought it had been changed, not taken out. If it's out, then how do I get my speech skill up to begin with?

The only thing I found to level my speech is by selling/buying items... But i cant find how to try and change prices at the shop.

In the perks screen I think u might need to unlock it. Im in bed now so cant check but I saw a perk for bartering.
