Smithing glitch

I think my smithing skill is glitched because i've got the steel smithing but I can't make superior stuff.
Does anyone know if this is f*cked up and I have to restart or do I just have to do something before?

the animations for smithing are bugged aswel.

Yeah just got it,
your smithing skill has to be 22.
