I mean, what other purpose does light armor have other than letting you sneak better if you can't dodge and roll? Is it possible and how do you do it?

I've been looking for an answer, can't seem to find one. I figure the sneak perk might let you, but... I'm having doubts that it will be an in-combat type dodge/roll ability.

No, there's no dodge or roll.

Light armor has better stamina recovery and it's lighter. But yeah, it lets you sneak better. It's primarily for characters that want to trade defense for improved offense.
