Simple test - shoot him with your bow.

If the target dies, it's a friend.

If the target's still alive, it's an enemy.

I don't think you really can. The zoom-in skill/talent (whatever they call it in this game) under the Archer tree/constellation might help you see the guy more clearly and you may have to judge by his/its appearance. That's a risk you take when you try to snipe someone I guess.

Correction.

If the target dies, it's a cherished friend who sacrificed themself for the greater good.

Look at the compass. If it's a red dot, shoot him!

I assumed the red dots on the compas were enemies so I have had less problems with it.

I always worry about this in TES games but I also feel it's fine that way because if I'm sniping someone from a distance with a ranged weapon without saying "hi" why should I know if they'd say "hi" back and ask about my day.

Even if they would of attacked anyway I'm pretty sure I'm the jerk for not even trying to be diplomatic first.

it feels kind of strange in this one now that I can tell if it was ok to kill before I kill people.

Red dots are targets that are already hostile and have detected you
