Top of the screen is cut off on the PS3 version. Please help

The top of the screen is cutoff somewhat. It ends halfway through the overhead navigation bar. Does anyone know how I can fix this through the PS3 settings or Skyrim settings? Thank you.

Try changing the aspect ratio on your tv.

Yeah that sounds like TV settings. Does that happen on any other games/movies?

No problems here. I assume you have made sure your TV is set to 1:1 pixel mapping (typically called "screen fit", "just scan" or something similar) and not 16:9?
