Turning into a Dragon

So...
Is it possible?
I've seen a screenshot that was taken from the sky...
Can you turn into a Dragon?
I read in one book that you can talk to them, can they help you? follow you?

That was either for the trailer from the POV of the dragon, or a spell that allowed you to fly for a short period of time.
