I don't fully understand the level scaling, if I wander off to an undiscovered area and I'm only level 1 does that mean that area is going to be locked at level 1 forever?

I am still not sure if this has level scaling. I have only played this a short time. I want it to be like Morrowind but currently don't know. I am level 9 and running into wolves on roads that I can 1-2 shot; same with bandits who seem really weak for being a "level 9." This is all around whiterun for the record.

I think it's there to some extent but used very little. Hanging around Whiterun I didn't find anything aside from giants that wasn't a slice of cake to kill, but when I tried walking in the direction of Winterhold, a spider killed me almost before I knew what was happening.
