bassicly can clothes/weapons be broken and needed to be repaired?

I was wondering that myself when I just started playing. It did work that way in Fallout 3 and New Vegas, and though they are two different series, there arre offcourse resemblances.

Both weapons and apparel do not degrade over time or usage. Naturally there are the enchanted weapons that will get depleted, but that's something else really.
