When you cut the logs in half in Riverwood, what's the purpose to it? does it get you money? I know wood-cutting with an axe does, but what about cutting the log?

It's just a neat little novelty. I think in some towns you can get paid for it.

I turned them in at the inn in Whiterun and paid for them. The woman behind the bar was quite pleased.

I've cut wood at 2-3 of these things and nothing so far. There are also grain mills on some farms that don't give you anything either.

You cut the wood then give it to the person running the mill. In Riverwood, it's Hod who pays you by trading firewood for coin.

Different log cutting. He's talking about the big log that gets cut with the saw from the mill, not the ones you chop with your axe for firewood etc.

The OP isn't talking about cutting firewood, but rather sawing the logs in half lengthwise.
