Why cant i unlock shouts?

I have two dragon souls, but when i go to unlock a new shout it says "Dragon Souls are required to unlock shouts." Anybody know why i cant unlock new shouts?

Press square on PS3 or X on Xbox I think :)

I've experienced the same thing. My theory is that one needs to progress a bit in the main quest before new shouts can be unlocked.




Or maybe it's a bug. I hope not.

On Xbox/PS3 you hit X/Square not A/X to unlock a shout. I'm not sure what the command is on PC, but it should tell you on the UI at the bottom.
