What do I have to do to get better mage robes than the novice robe?
Do they appear at certain levels? Or do I have to get a certain way through the mage guild?

I had the same problem. There are certain robes you can buy with a 12% magicka cost reduction for different schools of magic. But, they look exactly the same as the novice robes.

You found them even at say level 2 or 3?

I was more like level 9 or 10.
