Sword&shield is AWESOME ... dualwielding not so much.

Could be that, plus the fact that they'd need a new control to do that. I don't know how this works on consoles but on the pc, In every case you can block, you have one mouse button available to do that. When dual wielding, you have both buttons assigned to striking with each weapon. They'd have to figure out something different for that particular circumstance. And I'm sure, at some point, someone just got lazy and said... hey, let's just establish this as a disadvantage of dual wielding since it's usually such a popular build.
Here's an idea: Right Trigger/R2/Left-click attacks with both weapons and Left Trigger/L2/Right-click blocks. Problem solved. And it would not have been difficult to implement a new blocking animation for DW style.

I can tell from the recieving end 2h is a scary thing. A lot of insta kills possible. With shield you are the guy who blocks it or better yet not let the 2h strike at all ... and then hits with 1h from behind the shield. Wassup a shield in your face followed by axe in your face :)

One thing that is a bit strange is that for example I fought my first white troll at lvl 10, superior steel armor, perks in armor and blocking and the bloody mutant still 4 hit me through the shield. I had to let companion take the beating, she survives more than I do, and just slash&bash him from behind to disturb his attacks. Not sure if with 2h you can avoid being hit better.

One more thing ... if you like magic, 1h + spells seems to be totally viable. SW style :)

You realise how OP it WOULDNT be, right?

Think about it. Blocking blocks melee damage, arrows and magic, from what I've read here.

Dual weapon blocking would only block melee damage... Same as one handed weapon blocking. You'd still be ripped apart by spell casters and arrows...

All good, in other words. Only valid argument for lack of duel blocking is: "There aren't enough controls for it to work"

Animation argument is invalid. They are animations. It wouldn't be hard to animate a block where they cross weapons or do something similar, which though it may not work in real life would be utterly believable in a game.
