I know it pops up on occasion but how can I force it it to stay or on command?

It is probably the same place where the paper doll went.

your magic health and stamina bars always show unless their full.

if u use magic your mana pops up
if u take damage your health pops up
if u use stamina your stamina pops up

and they dissapere if they get full

Weight u see if u got to your inventory.

To see the NUMBERS of hp,mp,stamina u can go to your perk place, there at the bottom they are listed in numbers
