How does this work? Does this mean that Fury, a novice Frenzy Illusion spell, will work on ANY level of enemy? I'm kind of confused and any help will be awesome! How much does this scale? (Fury works on level 6 enemies, so with this perk who does it work on now?)

I tried. No luck. I just want to know how much better that it will make my spells. Like now can I use the Fury spell on any enemy or how much better is it? I wish the perk would specify or the spell would say who it works on now.
