Cicero - The new FargothAdoring FanGlarthir? : V

Found this npc Cicero on the road towards Whiterun.
He needed help with his carriage or something but his voice.....lol sounds so Glarthir and the way he was dressed.

Is he the new Fargoth/Adoring Fan/Glarthir in Skyrim?

This guy wouldn't even respond to me when I started the quest... Just repeats some nonsense about his "fat momma" and gives me no choice but to ignore quest or report him to the guard. Even after I reported him he just started to repeat a different line of nonsense. Oh well... I guess with all the quests in this game I shouldn't expect ALL of them to be interesting (or even involve doing much).
