Is there such a spell? Skill? Enchantment?

I am not speaking about fast traveling to Cities or any parts of the map - I am simply asking are we able to teleport behind a enemy, ahead of an enemy?

I don't think so. You could always use whirlwind sprint, that might work pretty well.

The whirlwind sprint shout has an effect similar to that; the only issue being that you'll end up facing away from your enemy if you 'teleport' past them. Otherwise, I severely doubt a spell with this effect exists, as the first-person nature would make teleporting a nightmare. Not to mention it would be highly OP.
