How can I make the in-game time go slower?

So, how can I change the in-game/RL time ratio?
I know this was possible on Oblivion, and i would like to make every hour in-game be 15 minutes or so in RL.

It's even possible to do this?

In Oblivion it was something like.... set timescale to 15

Try typing things along those lines into the console

Never played Oblivion, how does one get to the console and does someone have a website or a reference listing all possible console commands?

Just google search oblivion console to get the details. From what they're saying here, it's pretty much the same set (even from Fallout 3...someone pointed out our Skyrim characters have a radiation resistance setting! :facepalm: )

Enter the console by hitting ` (next to the "1" key), then type set timescale to

Open console, type "set timescale to x" and press enter. X is the timescale you want, maybe 5 or 10 or 100.
