Does leveling skills up actually matters?

I'm 30 hours or so in and from what I've noticed leveling up a skill is almost completely useless unless you spend points in its perks.

Is the changes just so subtle that I missed them or are skill levels only there as prerequisites now?

Loving the game otherwise !

I don't think leveling up does anything. You have to use perks to get a effect.

Weapon skill increase the damage done. (You deal less than the base value with low skill)
Armor skill increase total armor rating from armor. (You gain less than the base value with low skill)
Spell skills lower the magicka cost of spells. (You spend more than the base value with low skill)

Ah, that's nice to know ! I was seriously scared that skills levels were almost meaningless.
