What do those small arrows next to certain weapons/apparel mean?(Not the equiped arrows with l/r in them ;) ) Thanks in advance.

Depends, if you have it Favorited then its a favorite, But if not it means the item may be better than the one you are currently using.

All of your theories are wrong. I've had those arrows on Iron Armor when I was wearing Steel Plate Armor and Iron Armor was not a favorite.
