Is this the right place to post quest bugs? If not, where?

A bit of spoiler ahead to describe the problem:

I did all the investigations regarding the Forsworn in Markarth. When I went to report my findings to what's-his-name in the Shrine of Talos, a bunch of city guards were there and challenged me. Instead of fighting, I went along with them to jail and went through a lively segment that ended up in a dramatic escape involving a lot of blood and excitement. (yay!)

Afterwards, I left Markarth and did a few other quests, then came back and visited the Shrine of Talos. To my surprise, I met the same three guards there who made the same quest related challenge even though the quest had wrapped up hours ago. Seems the presence of these guards was not removed as a consequence of completing the quest.

The sad thing was that they attacked me so I ran out of the shrine to get some sword swinging room. I put down the first guard, but since I landed hits on the two other guards before they had touched me, I got a bounty on my head for both of their murders. Also, my companion was killed! The barstewards!
