I spoke with the imperial legion guy and told him I wanted to join. He had me speak with his woman and she gave me a quest.

If you can only join one or the other (legion or cloaks) then I'd rather join the cloaks, and want to back out of the joining process.

Anyone have info on this?

As soon as you join one faction, you're forever barred from joining the other.
