High Level and Skills?

All,

When you get to high level and get 3 or 4 skills high and fully perked out and you hit the level 50 slow/spft cap, how do your other skills progress?

Will I be able, at level 50, to start using a skill like alchemy and level it up (even if it remains unperked)? Or does hitting the level 50 soft cap make you unable to advance low level skills?

I ask because I have a character build on which I have 6 skills I want at the 75 to 100 range, but I only really want the perks in 3 of them.

Soft cap only means that you're running out of unique content to level up from. It has no mechanical change beyond a continuation of the curves that already exist.

Nothing stops. That would be a hard cap.
