Does the Dual Casting Perk actually DO anything?

I'm supposed to be able to Cast two conjured swords at the same time, and I have seen it work before, but I can't seem to do it lately.

You'll want to left-click and hold, then right-click and hold. You'll see both hands doing the separate casting animations (even if you have the dual casting perk for conjuration). Release both and viola, two conjured swords.

Dual casting seems to do well with summoning, due to the duration boost. Strangely, I dual casted an alteration spell which is supposed to make it stronger, but got a longer duration instead.

Another potential benefit is dual-casting spells like shock rune or frost cloak, if you cast one then another, the second is cancelled, so dual-casting is the only way to get a stronger effect. That said, I have no idea if it actually makes a difference with those spells. Augmented shock isn't raising my shock rune damage...sigh...the game mechanics are so broken.
Just tested frost cloak dual-casted, absolutely no difference in spell effects, just took 150% more magicka. I don't think the runes actual increase in damage either...pathetic...
