The guards approach me, and I have the option to pay them off, claim I was framed, accept arrest or resist arrest.

However, the pay them off option doesn't work, if I claim I was framed they say I wasn't, if I accept arrest they say they're going to arrest me and then it gives a prompt saying "What's the problem?". If I choose that, they just stop talking to me and immediately repeat the process. Also, if I resist arrest.. yea, that's obvious. Anything I can do? I've left the city and came back.
