is it possible to upgrade your weapons and armor

so currently my weapon and armor are at fine..no matter how many ingots I get I can't seem to upgrade anymore. Do I need more skill in blacksmithing?

You need to keep leveling up blacksmithing. You also won't be able to make, orcish, elven, or any other special armors without investing in the Blacksmithing perks.

Yes, but you need to level up still. I don't remember what level, but I can make mine 'exquisite', which is the next step above 'fine'.

They will go all the way upto "Legendary" which I believe is unlocked at 80-90 smithing.

After you buy the first smithing perk, you'll be able to upgrade iron armor from fine to superior, and steel armor to fine. If you want better than that, you'll have to get the next smithing perk after the first.
