Question about enemy levels in caves etc.

I read somewhere that certain dungeons/ caves, etc. have enemies that have specific levels based on your level, and some areas have enemies that are at a set level and wont get harder, and its based on when you first entered the area. So for example if I was at level 7 and entered an area where the enemies were level 15 and just kept killing me, that when I reached lets say level 17 and went back that the enemies would still be at level 15 rather than being at 17 with me.

Well my question is how do you know if your going into an area, cave, dungeon, etc. that you are not prepared for? Or is it just go in, and see if you survive? Because I went into a couple caves and just kept dying over an over, and decided to give up and hope it will be easier later. And I was confused as to whether or not I just svcked, or were the enemies in that area just really strong. I think it was the lost echo cave, and had it was full of very powerful Falmer and some sort of spitting insect things that killed me with 2 hits. I remember will Fallout 3 it was easy to tell if I was in over my head based on the level displayed with the enemy.

Anyway loving the game.
