Uuh. I've not really looked into it, but I think to keep with realism and the like. You cannot. I mean, you try swinging an axe underwater with enough force to really hurt something. It's hard!
Sorry, I couldn't really provide much input, but I'd actually like to know too. *grin*

It's not possible.

If you try and cast a spell, or swing a weapon, and the animation of the arm is anywhere in the water, it will not work. This is the same with NPCs.

If say you were waist deep [or lower] in a river with your feet touching the floor, and you didn't have to literally float in the water that would be the only time you could attack.

The only type of creature I think might be able to attack in the water, would be a biter (Like a Wolf) or a water based creature. I've only seen it happen a few times [With a Wolf], but it might only be a bug.

It's not possible.

Not even enemies will attack you if the water is deep enough.

What about slaughterfish?

you probably don't, then again, there really isn't alot of water and my only experience was with a slaughter fish, but it ran away and did not attack me.

I edited my post immediately after I posted it, here it is if you're too lazy to scroll up :P

I've found with slaughterfish you can lure them to the surface by standing with your feet in the water and they will come attack then run away as soon as you step out. So just stand shallow in the water and keep taking pot shots at them till they die or whatever you gotta do. As to wolves and such, why would you want to fight in the water?

Slaughterfish are good to simply take hits and build up your armor level when in deeper water.

What marmaluke said..

[edit] I have killed Slaughterfish that have come up on the shore after chasing me out of the water.

I am a hard core fan (heh heh) of Morrowind's underwater world...and a little disappointed with regard to the water in Skyrim, but OH WELL...I expected it...minor complaint...not gonna whine.
