Mostly i just want to know if the ore veins will restore their resources over time because i mined out the first mine you should discover...and its been awhile on the game, and the mine still is depleted...anyone know if or how long it takes for them to restore?

There are ore veins all over the place in the wilderness, you don't have to go to a mine to find resources. Look around the mine and around Riverwood near the base of the mountains to find your first ones

Ore veins also tend to be found more around mountains than in plains. As far as respawning, I've heard they will respawn after a month of ingame time. I haven't noticed a need to go back for more though.
