Topic pretty much says it all.

I made two Steel pieces of armor (the chest/legs piece) and they were both Steel Armor but they were different visually. One had little shoulder pads and the other did not. I have the ability to make both kinds in my Smithing section. Otherwise they are all the same stats.

I have used the console to add some other Steel Armor pieces and they all seem to come with no shoulder pads.

Any info on this would be appreciated. Thanks
