Not really. If you're on a PC you can enable the console and type showracemenu and from there you can change your appearance (don't change your race, though, or your stats will reset).

But, in-game, there currently isn't a way to do this. Maybe some mods will add a barber and tattooists to world?

Your character has warpaint hair? Might wanna see a dcotor about that.


Beyond the use of the console on PC, you're pretty much stuck with whatever you chose at character creation.
