I have 2 melee characters , first one is primarily dual wielding 2 1h swords. He has flurry perk unlocked, 1h mastery at lvl 4, less stamina usage and more damage on power moves. Plus he has ring and braces of 1h master giving him additional of 35% damage bonus to 1h damage. And in melee he svcks. The main problem is enemies with powerful 2 handers who often one shot him (despite 230 health). Dual wield power attacks animation are long and lock you in place. Dual wield standard attacks are rather weak. You have to get close and while you doing that you are likely killed. Basically I have to use companion as a meat shield while hacking at them from behind. in melee on its own character is entirely garbage. And playing on anything above adept difficulty is very hard.
I also made my 2nd character and this time I chose 2h . Well its like night and day because he is a complete powerhouse often one-shotting enemies. He has no problem taking on multiple enemies at master difficulty and can just charge in head on into the midst of them. Damage output of 2h is ridicolous. THe main strenght of 2h is its long reach which allows you to kill enemeis without being yourself in harms way . And it also allows parry!
So in summary imho dual wield animation and power attacks need to allow you to move while being executed , cost less stamina and do more damage. As of right now its really gimped and my first character is basically useless as melee fighter
